Do they sit at home sniggering into their Whale Soup, thinking "stupid Europeans, falling for our cunning trickery"? Or are they largely ashamed at the behaviour of their government?
Let me turn this one around. What country do you live in? Are you largely ashamed at the behaviour of your government?

I say that as a USian who IS largely ashamed of my government because I can't remember the last time I saw a new policy put in place that was of benefit to anyone within or outside of our country.

And yes, I often find the choices of my government embarrassing.  That said, I can't think of anything of the top of my head that was such an obvious and transparent lie, maintained for so long.  All the conspiracy theory stuff about Iraq and what have you, it's all, well debatable, and clouded in mystery, to an extent.  Usually when a minister gets caught out as a liar they quickly lose their position of authority.

When our President gets caught in a lie we typically hand more power to him. And by we, I mean the Congress.
